Managing Partner
John Haysbert
John is a senior government, corporate, and external affairs executive with more than 20 years leading legislative, regulatory, and stakeholder strategy across the energy, utility, and advanced technology sectors. As Managing Partner of Achis Group, he advises energy and technology clients on government affairs, corporate affairs, and regulatory strategy. He previously built and led the U.S. government and institutional relations function at Hitachi Energy, advising the CEO and global leadership on manufacturing, trade and tariffs, supply chain resilience, cybersecurity, and infrastructure policy.
A bipartisan operator known for building trusted relationships at the highest levels of business and government, John has shaped federal and state policy across grid modernization, emerging technology, and critical infrastructure. He secured FAA authorization for commercial-scale drone operations in the utility sector, establishing regulatory precedent and delivering significant cost savings, led enterprise responses to executive orders, RFIs, and rulemakings before DOE, FERC, EPA, and the Department of Commerce, and helped protect more than $1 billion in enterprise revenue through government and continuity strategy during COVID-19. He has represented enterprise positions before Congress, federal agencies, Ambassadors, NGOs, and trade associations, and co-led the U.S. Section 232 trade investigation task force.
John holds an Executive MBA and a Bachelor of Liberal Arts, with honors, from Xavier University. He serves on the boards of GridWise and CBCI, engages across leading energy and manufacturing associations including EEI, NEMA, NAM, the U.S. Chamber of Commerce, American Clean Power, and SEPA, and is active in community leadership through the Greater Washington Urban League and United Way.

David Haines
David is a senior government affairs, policy, and sustainability executive with more than 20 years leading at the intersection of energy, regulation, and long-term value creation. A presidentially appointed leader at the U.S. Department of the Interior, a former Global Policy and Sustainability Advisor at Shell, and a national clean energy coalition executive at the Clean Energy Buyers Association, he brings insider experience across government, global industry, and capital.
He has shaped federal and state policy and regulatory outcomes, managed a $1 billion renewable and lower-carbon portfolio, advanced more than $500 million in cross-border investment, and built coalitions that move legislation, including uniting unlikely partners to reshape landmark state energy law.
He advises boards, chief executives, and investors on turning policy and regulatory complexity into funded, executable strategy.
David holds a Master of Public Policy from the Harvard Kennedy School and a B.A. from Morehouse College, and is a U.S. Marine Corps veteran.
